The role of the manager involves utilizing allocated resources (human, material, and financial) within their operational office to oversee the daily management of all dimensions of HEKS operations in the designated geographical area. This includes financial, administrative, logistical, and, most importantly, operational aspects.

Your main responsibilities:

On a day-to-day basis, this entails appropriately deploying resources through meticulous planning and execution, ensuring accurate transmission and understanding of instructions and information for operational conduct, and safeguarding the physical integrity and security of deployed assets and personnel.

Key responsibilities of the Field Operation Manager encompass:

  • Developing operational and support planning, ensuring its logical and secure execution in line with operational directives
  • Equitably allocating means and resources provided for the operation
  • Effectively assigning tasks to various human and material resources involved in operation execution, fostering mutual collaboration
  • Responsible for executing the Programme's overall strategy in his/her area of intervention
  • Under the guidance of the country heads of the relevant departments (Program Unit, Support Services Units or Tactical Support Unit), deploys all adequate tools that will allow project monitoring, programmeline follow-up and compliance with HEKS-EPER policies and frameworks, and the respect of contractual obligations towards donors
  •  Contribute with relevant technical expertise to the design and implementation of programme interventions
  •  Ensures that the programs in the designated areas are implemented in accordance with the approved proposal and requirement of donors‘ and HEKS-EPER strategy, policy and technical requirements
  • Keeps an overview of the programme budget for his/her geographical area of intervention and proposes the best ways of operations and operational efficiencies
  • In collaboration with the Grant Managers, MEAL Managers and Program Managers, contributing to the development of the operational strategy in line with the HEKS-EPER policies and the emergency population's needs in the designated areas
  • Contributing to the new project’s conceptions in collaboration with Grant Manager and Programme Manager
  • Acting as the field relay for day-to-day overall supervision of program field teams and support services units (finance, logistic and administration)
  • Participating in recruitment of the field staff in the designated areas
  • Promoting capacity building for the team
  • Promoting the commitment to HEKS-EPER internal policies and inform the Country Director in case of grievances
  • Ensures that the field teams in his/her designated areas provide MEAL team and Grant manager with all relevant monitoring, evaluation and reporting documents requested
  • Liasing with regional and local authorities, relevant partners and stakeholders, UN and NGOs at local and regional levels in his designated areas in order to build synergies and strengthen coordination of the humanitarian activities
  • Collaborating (in close collaboration with the Security Coordinator) to the overall security situation (monitoring the security environment; ensuring the application of procedures; managing any security incidents) at the field levels in the designated areas
  • Ensuring all reporting requested by HQ/Donors is performed on time and efficiently
To be successful you bring:
  • Master degree in humanitarian project management or other relevant
  • Minimum 3 years of experience from working as a Senior Manager in a humanitarian context
  • Previous experience from working in complex and volatile contexts
  • Excellent communication skills as well as strong writing and reporting skills
  • Promote capacity building and are able to help your team members progress and gain autonomy 
  • Oral and written English is mandatory, Russian and/or Ukrainian is an added value
